Gatto wants capital move part of bill to increase House, Senate numbers

While the numbers won’t be known until next year, it’s more than likely there will be changes in how residents are represented in Juneau. Because areas like the Valley have gained more population in recent years, and other areas have lost residents, the number of representatives and senators will be different.

That worries people in rural regions where they could stand to lose some representation. To alleviate those concerns, a bill has been introduced that would expand the number of legislators to 48 House members and 24 senators. Those numbers are 40 and 20 today.

That’s where Rep. Carl Gatto, a Republican serving the Valley, comes in. He suggests adding 12 more legislators and their attendant staffs will overload the current state capitol, a building some have said is crowded as it is. So, he thinks, if we have to find more space, then we should just as well find someplace more centrally located.

Never mind that a couple of years ago voters defeated a capitol move fairly handily.

Moving the capitol has been bandied about since Soapy Smith was bilking miners in Skagway. Sitka was the first site for the center of government. But, according historians, Juneau outpaced Sitka in population and industry, so the move was made.

By that reasoning, Anchorage should have been the capital city decades ago.

It should also be noted, according to the state’s website, that the current capitol was built in 1931. Obviously, it’s undergone numerous renovations over the years, but what is the realistic lifespan of a nearly 80-year-old building?

As long as people can be shoe-horned into the present building, there won’t be much support for the move. People just aren’t willing to pay for major projects anymore. But if there’s ever any talk of building a new capitol in Juneau, then Gatto will get lots of backing.

In the Valley, voters recently turned down bonds to repair schools. If we don’t want to fix leaky roofs, we certainly aren’t going to want to pay for a multi-million-dollar building project.

Rep. Gatto is off-base on this one, but he has fired a shot off the bow of people who think the capitol-move issue is dead. There are many Alaskans out there who remember voting twice in the ’70s for the move, only to be told it wouldn’t happen both times.

    " I know Alaskans don't care what they do in the lower 48 but the fact is that most state capitols are in a smaller city. Salem Or, Oly Wa, Harrisburg Pa, Austin Tx.     " Every dept within the State has its flag office located in Juneau. I know from first had experience that because the population down there is so much smaller, that they end up having to hire from very small applicant pools. The result is very poor results and performance from those State offices located down there. Equally-sized dept offices in Anchorage are usually twice as efficient.     " Yes, the voters did approve a capital move. We were told it would cost nothing for taxpayers as the state said enough state land could be sold in the area chosen at $10,000 per acre to pay it. On that information the voters approved the move. Later, it was admitted that this estimate was a bit off. In fact the new capital would cost about $3,000,000.000. Anew vote was held and the move was voted down by the taxpayers/voters. This was in the days before the Permanent Fund and the three billion dollars was in 1970's dollars. I was here. "

    " Thanks Carl. Alaskans have been deprived of fully particpating in state government for too long. Moving it to Anchorage makes sense. The only reason it never happened after the two votes back in the day was the greed of a majority who put their own interest above the voters'. "
